Question / Help OBS Dropping Frames (Streaming Console & PC Games)

Hey all, I've been trying to stream CoD on Twitch.tv but my OBS keeps dropping frames. OBS Itself says that no frames are being dropped but on twitch there is frames being dropped, Some viewers has said that my video output freezes every 5-10 seconds but the stream doesn't buffer. This is my first time streaming and I was told that my PC would be ideal for streaming before purchase.

I've attached a speed test, computer specs (Please let me know if you need more specs) and an obs log from a test stream with everything running (Twitch alerts, webcam, microphone and AverMedia output)

When I streamed just now to test it, there was no dropping frames which was strange.
I also noticed previously that the about 5-10 frames would drop when I was changing it to and from full screen (which didn't happen just now)

Hope somebody can help in this situation.

Believe it or not, a lot of the US based servers are actually better to use.
In that result list, quality is more important than rtt.

Alright, So I should maybe go for US East, US West or An EU Server like prague or Amsterdam.

Other than the server how do the rest of my settings look?

Also, why did you disable send window optimizations? you shouldn't use this unless you have issues. and use audio timestamps to video? dont use this unless there are issues with the global audio and game video. even at that I wouldn't use that unless you have to.

I was wondering why the TCP window optimization was disabled but I had no idea why. My microphone was out of sync from game play but I will try enabling the send window optimization along with disabling audio for video timestamps.

I forgot to include my OBS settings (They're now added to the original post but I haven't edited the timestamps and optimization)

stamps aren't to be used when mic is out of sync with gameplay. just use a mic offset in the advanced tab? I cant recall at the moment. you can use an offset of +700ms to -700ms
