OBs dropping frames randomly

Hey everyone, recently my obs has just been randomly dropping frames when streaming. Only happens some days when others its fine. Today for example I barely streamed an hour and I had 400k frames dropped. Other days its normal. I see things saying its my internet but everything runs fine? I have no lag or anything so I don't think its the issue. Just really annoying and want any solution. Have tried many different settings etc so finally coming here to see if anyone has an idea. Attached is my most recent log file. Any help is appreciated.

1. The Hardware-accelerated GPU scheduling ("HAGS") feature added inWindows is currently known to cause performance and capture issues with OBS, games and overlay tools. It's an experimental feature and we recommend disabling it via these instructions.
2. To ensure that OBS Studio has the hardware resources it needs for realtime streaming and recording, we recommend disabling the "Game DVR Background Recording" feature via these instructions.
3. One of your audio devices has a sample rate that doesn't match the rest. This can result in audio drift over time or sound distortion. Check your audio devices in Windows settings (both Playback and Recording) and ensure the Default Format (under Advanced) is consistent. 48000 Hz is recommended.
OBS Sample Rate: 48000 Hz
[VIRTUAL_AUDIO_DEVICE_PROCESS_LOOPBACK]: 48000 Hz
Headset Microphone (Xbox Controller): 24000 Hz
Headphones (Xbox Controller): 48000 Hz
4. Run OBS as Admin.
5. Settings > Advanced > Network > Enable Dynamically change bitrate... > [Apply] > [OK]. *Make sure you are streaming via RTMP and not RTMPS.

Your log contains no streaming session. Results of this log analysis are limited. If still having issues after making all of the above changes, please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS.
2) Start your stream for at least 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream.
4) Select Help > Log Files > Upload Current Log File. Send that link here.

Alright I went and did every change you mentioned besides the audio device and dynamic bitrate. The audio device wouldn't let me change it and the dynamic bitrate can't be used with enhanced broadcasting. I have no idea if that should be disabled as I never messed with it before. My mistake on the previous log file as I have never done this before. I have a fresh one now with the same issue occurring even after all changes made. The log DOES say its my internet connection but I can't understand how it would be when my ping in game isn't affected and everything else but OBS runs smoothly. No changes have been made to my ISP and I'm on a wired connection. This issue is recent too when before I would never drop frames. I took a small two week break and it's been happening almost every stream now. Some a few thousand and others in the hundred thousands. Again any help is really appreciated. If it really is my internet connection then I'll have to accept it randomly decided to dip in quality.
