Question / Help OBS dropping frames/quality on output

Hi OBS Community.

I'm a little new to the concept of streaming and using OBS; I'll admit that but I promise I have done my research and followed tutorials prior to asking this question on your forums.

I've looked through settings suggestions for output, input, audio, connection, etc in order to have my stream at least run smoothly. Through OBS, the scenes look high quality and very fluid - there's no issues on the actual software when viewing the scenes. However, when looking at the output quality on stream (twitch), its very grainy almost to the point of being unwatchable. I've copied my stats from numerous tutorials based on system specs; used my streamer friends stats (although different hardware/OS); toyed around with the settings on my own, and no success. I've toyed around with the resolution (Monitor native resolution is 1920x1200 but I scale down to 1920/1080 on occassion). I'm not sure as to what I could do from here on out.. If I'm ignorant to certain factors, I apologize in advance.

Below are system/internet specs (maybe its an issue with my hardware?)

+GPU: EVGA GeForce GTX 1070 SC
+PSU: EVGA 850G
+MOTHERBOARD: ASUS Z170-A
+RAM: 16 GB
+Monitor: Hanns-G HZ281HPB 28"

Download speed: 50MB
Upload Speed: 15MB.
