Question / Help OBS Dropping Frames in Preview (Only in CSGO?)

Specs: GTX 1080, i7 5820k, 24gb DDR4 RAM, Win 10, ASUS Xonar DSX sound card

Did a factory wipe of my PC and this problem started occurring.

Not recording or streaming, my fps doesn't stay at a stable 60 when it should, and I believe it does this only in CSGO. I haven't noticed it in other games. Having the preview window open or not doesn't help.

On a gsync monitor but disabled it.

Anyone know of any fixes? Tried both 64 bit and 32 bit. My GPU and CPU aren't being used passed 50% usage so that shouldn't be the issue.

I am trying to use NVENC, but I can't use that if I am dropping in the preview. Again, I have never had this issue. I usually save local recording to this machine and use an RTMP server to stream to using NVENC where I have another system do CPU encoding so I can use a lower bitrate on twitch. That isn't my issue however.

I attached the log just because there was one. The problem isn't with the streaming, its in the preview. It won't capture the game at a steady 60fps. Like, just opening OBS and having game capture on the game doesn't yield a consistent 60fps in the bottom right. This is without recording or streaming.
 
Are you downscaling in Video settings and, again in Output settings?
I'm on simple mode so I have access to the replay buffer, this makes me able to downscaled only in video settings. I still get the drops in advanced and when I downscaled. I have isolated the problem to be ONLY CS:GO.
 
I have the exact same issue Kalle. 400+ fps with OBS closed, as soon as I open OBS my FPS drops to 50-80 without being live.
That isn't my issue. My in game fps is fine. The issue is that OBS doesn't maintain a stable 60 fps capture. I have noticed that I don't even need to be capturing anything and it still does it when CS:GO is open.

But I am not streaming? The problem is in the preview ONLY WHEN CS:GO IS OPEN. Not when recording, not when streaming, I open OBS, I open CS:GO, and the FPS counter in the bottom right of OBS drops. I am doing nothing else. It only does it in CS.
 
Wasn't the issue for me, still getting bad FPS :D
Was also not the issue for me. I have found my issue to be in Overwatch, PUBG, H1Z1, ANYTHING really. Capping FPS does help but considering I only pull 120 frames and I am trying to get as close to 144hz as possible, I DO NOT WANT to cap my in game fps. I am not posting a log as I am not trying to stream or record, I am STRICTLY just trying to get a stable 60 fps in the freaking preview. It should not be this difficult.
