Question / Help OBS dropping frames/dropping to 0 kbps upload/lagging

Hi,

so I've been streaming for a couple days now on my new ISP, and it's much better than before. However, similar to what was happening with my old ISP, OBS will constantly drop to 0 kbps upload, and cause my internet connection to lag, even in games like WoW and League of Legends. I'm not sure what's causing it because I've tried everything in the sticky thread and have even looked up other threads and tried everything. Evidently, since it has happened with two seperate ISP's, it shouldn't be on their end. My connection tests fine and I can use my internet perfectly when I'm not streaming. Also, yesterday I streamed for 75% of the day with no issues. But then today, turn my stream on, and boom. Constantly dropping and lagging. Any help is appreciated.

System Specs:

CPU: AMD Phenom II X4 955, 3.21 GHz
Graphics: MSI Radeon R9 290X 4GB
RAM: Corsair 8GB 1600 MHz
Motherboard: ASUS Crosshair IV

OBS Settings:

Max Bitrate and Buffer Size: 3000-3500 kb/s

CBR, CBR Padding, Custom Buffer Size all checked.

Audio Codec is MP3, 128 Bitrate.

I've tried multiple servers, currently using Ashburn, VA.

Streaming at 1920x1080, downsized to 480p, 30 FPS, Aero disabled.

Process priority is normal/high, tried both. CPU preset is veryfast, under custom settings I have "opencl=true" ( a suggestion I tried).

And that's about it. Thanks in advance for any help.

EDIT: Forgot to mention, I always use Game Capture for all my games.
 
If you scale to 480p theres no need for 3500kbps bitrate. Something like 1000-1500 should be plenty.

Also the sticky thread about framedrops contains every piece of advice you could get. If still fails you didn't follow all of them
 
Ah, I see. Does that matter, considering my upload connection is much faster than that? Also, I guess I will go through the sticky again. Thanks.
