Question / Help OBS Doesn't want to start up

Hi,
I was using OBS for a really long time, but now It doesn't want to start up.
When I click on the OBS icon, nothing happens, when I click on it again this shows up: https://ctrlv.cz/z7Mt - translation: " OBS is already running! If didn't want to do it, please end other running instances of program OBS before opening a new one. If you have set minimalization to bar, please look there if it isn't running there.
When I look to Task Manager, it shows up ( obs32.exe ) in processes on the background for a second and then disappears.
Please help.

I am a new user to OBS and I am seeing this happen on my system as well. I am using OBS 64 bit v22.0.2.

The work around is to choose to "Launch Anyway", and the second instance will open normally. I then go into Task Manager and find the instances of OBS64 that are running and kill one of them (typically it's the one with the smallest amount of memory allocated that is stuck). The program runs normally otherwise.

Opening the program as Administrator makes no difference.

Windows 7 Professional, 64 bit, Intel Core i7-2600 with 12GB memory, Nvidia GeForce GTS 250.

Since I can't figure out how to send a PM to R1CH, I went another route and obtained two OBS logfiles. The one with "STUCK" in the filename is the instance of OBS that appears to hang when launched. The one with "NORMAL" in the filename is a successful launch of OBS.

If I read the logs correctly, OBS appears to be hanging when it looks for VLC on my system. I have v3.0.3 (Vetinari) installed on my system at the current time.
