Is this a laptop? I've never seen that model of intel before. This is typically caused by the drivers, not caused by OBS -- you need to force it to use AMD somehow in the AMD control panel. How to do that I am not entirely sure, however.

Yep. its laptop " dell inspiron 3521 " and i took screen shot that in AMD setting to use. Spoiler One - it didn't work

I have exactly the same situation!
Only one difference: the second gpu is radeon hd7960m.
Lower gpu the same - intel hd4000.

I had tried to do many things - installed all possible updates, including beta drivers, various combinations of options in obs, in system, in driver settings. And allways had the same result - obs don't see second gpu =(

Can I provide some help to fix it - logs or something else?

P.S. Notebook Neptune 2.0 platform

It seems like AMD switchable graphics do not allow custom GPU configurations.

But some old games are worked only if set custom setting (i.e. run with amd gpu) because by default they trying work with intel hd. So, this is why I think that custome settings are working fine.

Or "custom GPU configurations" is not forcibly use second gpu?
