Question / Help OBS doesn't open to 900p

So when I record I don't have the best monitors my computer is beast, Not my monitors though. My old monitor was 1024x1028 yes old but it worked. I changed my resoultion to 1280x720 everytime I would record. Since the ratio is 4:3. I traded my monitor with a friend since my new computer desk doesn't "support" it. It was 1440x900 which I'm using atm. Now I know the lower CFR = higher file size. I have my CFR to 6 and the highest file is a AMAZING 300MB. This make no sense and the videos look like 240p I'm not rescaling or anything.

So Here are my specs
Windows 10 Home
CPU: AMD FX 6300
GPU: 2GB Radeon R7
RAM: 8GB 2133MHZ
OBS VERSION: I believe the recent one that came out not multiplatform downloaded it 10/13/15.

Two log files hopefully it helps the system times are messed up thats why.

Also here is the properties for the recent video the settings were all the same also I reinstalled OBS because of this problem didn't work :P

Here are my advanced settings and yes I did use the settings again but didn't work... :( Also the encoding is EXACTLY the same in the post that you linked I can show a screenshot of that if you want

ALL the settings, including bitrate and buffer settings in encoding as well as the advanced settings.

Also, crf of 12 is excessive. 18 is bordering on visually lossless, 15 is slightly excessive.
