University connections are not the most stable. It's common that there might be measures in place specifically to hinder high-bandwidth applications like streaming, filesharing, torrenting, etc; they may just have been implemented. You'd need to contact your IT/network support desk and have a conversation with them about it. Your network connection is dying over and over again though, which is causing the problem... again, a common university bandwidth-mitigation method. Browsing won't be affected, but certain types of traffic will be near-impossible.
