Question / Help OBS Crashing when trying to add Video Capture Device

Windows is out of date.

The above looks like a problem with the device driver for your video capture. Is this a device you had already configured in OBS before? Does it function properly in other programs, like Skype or other video conference/webcam apps?

If you make a clean Profile and Scene Collection, does OBS run without crashing? Does it crash when you attempt to add the video device-- when you choose an item from the drop-down, or after that, when you would expect to configure the properties for that device?
 
My obs shouldn't be out of date and I will look at updating windows, I only downloaded it right before this post. And its not a specific video capture device that's causing the crash, just when I click on adding a video capture device.
 
Your log indicates it is OBS 23.1.0. Current is 23.2.1.

Your build of Windows 10 is Version 1607, from 2016. Current is Version 1903, Build 18362, from May 2019.

Don't stop on 1803 (Build 17134) from April 2018 as this version has a broken feature that negatively impacts OBS.
 
I'm working on updating my windows right now and then ill look into my obs, can I just update my current obs or do i have to download a new one entirely?
