OBS crashes on startup

I've been using 26.1.1 as a downgrade as I can't seem to use the most recent version of OBS as it continuously crashes on startup. I tried to install the StreamElements plugin which forcefully updated OBS, but I just downgraded it so that way I can at least stream until I find out why newer OBS versions crash on launch.

The most recent crash log is attached, as well as one from November when I first had this issue before I downgraded.

Try to download and update visual c++ and update video driver

The crash looks related to outdated intel video graphics driver. You need to update them from intel's site.
