here is a crash where the opencl is disabled only on obs

That crash looks like a memory capture crash, make sure multi-adapter compatibility is not enabled in the game capture properties.

You have not turned off OpenCL in the AMD encoder. However, the actual cause of the crash is something else. Perform a clean GPU Driver install and try again.

Yes a full clean install with an original Windows disk could help.
