OBS control bar not visible and app won't close

After updating to OBS 32.0.2, the control bar is no longer visible if multiple instances of OBS are open. The instances of OBS that have this controlbar issue (the first instance doesn't have it) won't close by pressing the X button and can only be eliminated using Task Manager.

Any additional instances of OBS should be run in portable mode, CEF (the browser) is probably silently crashing causing this
