Question / Help OBS Configuration

Sorry if this is a duplicate or has been posted before.
I have just recently upgraded my PC to a powerhouse gaming desktop. I do not understand or cannot figure out why my computer can't record 1080p @ 60 fps.
I used the OBS Auto-Configuration Wizard. It helped a little but it still had a muddy look to it.
I am looking for flawless, no pixles, no lag, as perfect as I can get, 1080p @ 60fps.
And please tell me what these settings actually do. I have read alot of guides but they don't make any sense.

I am trying different settings but recording either come out stuttering or muddy.

Here is the latest one.
I cranked up the settings
NVENCE
50000 - CBR bitrate (little assessive?)
preset - default
profile - main

Don't use CBR for recording and don't save directly to mp4.

Use CRF/CQP in the 15 range.

You'll also want to disable "Multi-adapter Compatibility" in your game capture source.

So i did everything. I converted to flv and tp CQP. but im still getting a little stuttering and the quality looks like 720p even though I have it set to 1080p.
I read the log file and founf this.

I just switched it to mp4 and I realized that I had crf=10 in the custom remux settings. This greatly increased the quality but the stuttering is still there. (mp4 could have nothing to do with it since I used a crappy flv to mp4 conversion software)

Switch your output mode back to simple, recording quality to indistinguishable, and try again.
Post a screenshot of the first tab of gpu-z too.

so i played around with it and what I did was switch my process priority to high, change the CQP to 15, then preset to low-latency high quality, and b-frames to 4. I tested each one of these before changing another setting. all in all:

10:54:38.167: Video stopped, number of skipped frames due to encoding lag: 140/3564 (3.9%)

this is MINIMAL stuttering very slight so due to the encoding lag. Is there anyway to completely knock this out?

i changed the settings and there really isn't any difference between the recordings
