Question / Help OBS Configuration plz

Hello Everyone :
I have a internet conection of 12mb Download and 3mb Upload and i want to know what is the best specs in the obs to run a Stream?
My Computer Specs is:
Processor: Intel Core i7-4790 CPU @ 3.60GHz
Memory: 16.0 GB
Operating System : Win 7 64 bit
Video Card: Nvidia Gtx 970.
Ill apreciate so much your recomendatios

720@30fps 2000-2500bitrate. first, you dont want to saturate your upload or your download and/or all other connections will suffer. second, anything over 720@30 will look bad at less than 2500 bitrate.

speed tests are kind of junk when it comes to streaming, try this for your global region:

Use the ingest with the highest quality, next look at base speeds then latency. this brings me to believe that Chicago is your best bet. and again, no more than 2500 bitrate and lower this if your viewers (not you watching your own stream) complains about buffering.
