Question / Help OBS Classic "WARNING: High Encoding" Even though Processor is at 12%

So recently I just reinstalled my operating system (Windows 7) And installed both a GTX 1060ti as well as a New i7 4790k Into my build in order to upgrade it to where I want. I was running an i5 with a GTX 960 in it previously, and there were no errors when it came to recording or streaming at 15,000 to 27,000 kb/s. Actually, most my views that I uploaded came out perfect in 1080p with no issues at all. I reinstall everything, update all my drivers and what not after installing the new card and chip and try to record on the same settings and all of a sudden I'm getting the "WARNING" High Encoding" message. The weirdest thing is that During the message, my Processor is only at 12% usage. My GPU should be able to handle it fairly well, seeing as it's an upgraded model.
Also, to clarify, I'm not having any dropped frames at all, the game isn't lagging that I'm playing and the video stays at a nice 60FPS all recording long.
I'm not sure if it's a glitch or what, but I need some help knowing why it's giving me the error.

I much prefer the layout and ease of use from classic than I do to Studio, but I'll attempt to use studio and see what happens. Be back in a bit!

I don't understand what you mean, Studio is FAR more streamlined than Classic for ease of use... If you simply meant that you're used to the way Classic does things, that's fine :)

However, please understand that Classic is a dead project, and all development/support has been moved to OBS Studio.
 
I have studio working now, thank you for your help. According to studio I'm only using 2.2% of my CPU power. Thank you for your help! It'll take some help getting used to all the new customization and what not, but it shouldn't be too hard. Bout time to upgrade anyways. Have a good day, and thank you again for your help! I highly recommend you continue using Studio in the future and keep it updated. The developers at OBS have stopped supporting all Classic versions.
