Question / Help OBS Choppy on Windows 10, was Perfect on Windows 7 for PS4

Hi all,

Hopefully I'm posting in the right section.

Specs:
OS: Windows 10 64 Bit
CPU: Intel i7 4790
Memory: 2x4GB Ram i.e. 8GB
Video: Nvidia 750ti
Capture Card: Elgato Game Capture HD60 Pro
OBS: 0.657b 32 bit

I've included a log file and snapshot of my Internet speeds to this post.
The OBS log is from me previewing the stream whilst on the PS4 home screen

I've been streaming on Windows 7 (PC & PS4 games) fine with no issues at all.

Made the switch to Windows 10 (without knowing the issues) and PC streaming is perfect but now PS4 streaming is choppy i.e. frame skipping on OBS. I think that's the right term; imagine a countdown starts at 60 seconds there's a pause...and suddenly it's now 57 seconds, I never saw 59 or 58, an example of the choppy/frame skip but the audio is fine.

I've tried running OBS in compatibility mode for Windows 7 & 8, but doesn't help.

Not sure if related, but OBS always crashes when I close the program.

When previewing in the Elgato software alone, there is a delay in the video, between my inputs but no choppy/frame skips; i.e. using the example above I can see the countdown from 60, 59, 58, 57 etc...

I've tried so many things already and this is really frustrating me, please help ^^

Note:
To my knowledge, all drivers are up-to-date, latest OBS and Elgato software are also being used.
OBS Studio has it's own problems so don't use that and I would prefer to use the regular OBS.
The PC and PS4 are both connected directly to the router via Ethernet cable.

A few things.
1> NEVER ADD THE ELGATO SOFTWARE AS A GAME OR WINDOW CAPTURE SOURCE ON WINDOWS. The elgato is supposed to be added as a video capture device. In the same breath, never have the elgato software running while trying to use the elgato in obs on windows.
2> Having your webcam operating at 1080p introduces a LOT of problems, especially if you're trying to have your elgato on the same usb controller as your camera.

In other words, it's fixed > I followed both of your steps just to make sure.
