OBS causing severe 'lag' with no CPU utilization

I'm trying to record (not stream) with OBS. For some time it worked with no issues, but lately it will cause a drop from around 25-30 FPS in the minecraft modpack I'm playing to less than 1 on average with the same pack. I have tried loading it before MC and after the world is loaded. Before causes load times to increase significantly. Neither load procedure works. It will occasionally work without this FPS issue, but it requires multiple reboots and is inconsistent. As it takes about 15 minutes to load (rebooting isn't bad, at least), this isn't really sustainable. OBS CPU load is around .5%, at least without recording. This happens without recording being switched on.

Potentially related, as they started happening at the same time, hotkeys fail in fullscreen games when I don't get the lag. I have to alt-tab out and manually start/stop recording. When OBS is not lagging things, this is only inconvenient, not gamebreaking.

Deleting and reinstalling with the same OBS version will sometimes also allow it to work once or twice without FPS tanking, but this is also not really a long term solution. Oh, more than enough HD space (30 gb one drive, 60 on the recording drive, 2gb typical video size)

Win11, 32gb ram i7-9750H 2.6ghz. Using OBS 27.1.3 64bit.
 
Won't let me edit. Hrm. Wanted to mention that once the FPS drops, even killing OBS won't bring back the FPS. It requires restarting MC.
 
I ran task manager and watched. Again, without OBS recording, total CPU load never got over 33% after the initial spike on start, and memory utilization never over 68%. OBS ran at .8% CPU nominally and spiked to no more than 1.6%

I tried multiple packs with java 8 and 17, same results. I also tried satisfactory, which doesn't have the same issue.
