Question / Help OBS causing input lag?

Hi, so I thought this would be the best place to ask these kind of questions, so here I am. I didn't exactly know what to title it as I don't really know how to name the problem. Anyways, Whenever my games run smooth and I decide to stream or record, I open OBS. However, anytime I have OBS open on my second monitor (meaning not minimized so I can see it), my game runs as if I'm getting 30 fps, when it tells me I'm getting 150+. How can I fix this? This also seems to happen whenever I get a discord message or leave discord open on my second monitor while people are having a conversation.

I already have my monitor set to 144hz and G-Sync enabled. This is really annoying because I can't look at OBS to see who follows or not without getting out of the game and unminimizing it, then minimizing it again so the game "runs smooth."

Computer Specs:
Processor: Intel i7 6700k 4.0 GHz
Graphics Card: Nvidia GeForce GTX 1070 Founders Edition
Power Supply: 850 Watts
RAM: 32 GB of DDR4
Monitor 1: Dell 27 inch 2560x1440p (144 Hz) S2716DGR
Monitor 2: Spectre 21 inch 1920x1080p (60 Hz)

Please help me out, this has been an occurring problem that I really want to be fixed. I've tried googling and still cannot find an answer. Any information you still need that I have not provided, please let me know and I will respond with that information. Thank you in advance!

Remove display capture sources from any scene where you use game capture.
it still doesn't fix the problem, any time I just have obs open, and not minimized so i can see it, my monitor i play games on stutters, I already tried moving my second monitor to integrated graphics, but still no difference.
