Question / Help OBS causes CS GO to hover around 50fps

I know it's not a problem with my hardware because i have a gtx 970 and i7 6700 and all my other games run smoothly while streaming. The strangest thing i found was that if i drag my cs go window to my second monitor the fps returns to normal. As if the game only chugs when obs is capturing it. As well as having low fps cs go becomes unstable and unresponsive. Any help would be greatly appreciated.
