When OBS is active, my in-game fps (League of Legends) caps at either 45 or 60 fps, I am not recording, at this moment nothing of the game even show in the scene. Just a soon as I open OBS the frames get capped it seems.
Hopefully you understand that real-time video encoding is VERY computationally demanding.
And OBS is diong that encoding once you start it and have a scene with a video source, regardless of whether streaming/recording (which only impact the output, not the processing .. sort of). And if you use Studio mode, then you are doubling the video processing workload
I recommend monitoring hardware resource (CPU, GPU, RAM, etc) utilization [for ex. using Task manager’s Performance tab and/or Resource Monitor] to see if your system is being maxed out with your settings
