OBS Capping at 51k bitrate

I have 200mbps uploads and I am streaming on YouTube using the AV1 encoder. I am streaming at 4k 60fps so I am putting in 70000 bitrate but when streaming OBS caps at 51k. Is there a reason why it stays at 51k? Thank you.
