Question / Help OBS BUG ON WINDOWS 10 OR NOT?

I play minecraft, and when I'm with the note closed I get about 1500 fps, but when I open the note I get the fixed 30 ... and this only happened after I updated to the new version of Windows 10

Using G-Sync? turn this off.
Using multi monitor with different refresh rates?
