Question / Help OBS Blurry when moving (LOCAL RECORDING)

When I record with OBS, it gives blurry quality when I'm moving, Is this supposed to happen?
Just a little fix, You don't need a log I think ;), but any help? use CBR=Checked and CBR padding too!

You think I'm going to use those settings with I7 4790K? And It doesn't even help.
