Hello! im not new to OBS, i have been using this software for 2 years on my old laptop, i even use it to record 4 hours of gameplay, but when i bought a new pc, obs is not working anymore, i have a newly downloaded obs and im pretty sure i have the latest version of it, i have it running as admin as well, but when i make a game capture and select my game i wanted to record, the obs preview screen stays blank (black screen), i already entered my monitor's resolution on OBS settings, still getting a blank preview screen, any possible solutions?

The tutorial is prefaced with a question that asks,

"Can't switch between Intel and Nvidia in Windows? You may have the 1909 Update" followed by a link that shows the old and new methods for switching between GPUs on a laptop with both kinds.

You may have this problem, but I can't tell for sure without a logfile.

What a logfile is and where to find it is explained in the link I put in my message, which is:

Please post a log with your issue! Here's how...

11:39:04.118: - source: 'SAMP' (game_capture)

According to the log, you have added a game capture source but not specified what application you wish to capture-- there is no attempt in the log to capture any specific application, or an indication of whether or not that attempt succeeded or failed.

Right click the game capture in the scene, choose "properties" from the dropdown and specify what you are trying to capture.

Then that session is not in this log. If you specify an executable, the log shows the attempt to hook that executable, if it succeeds or fails, and multiple re-try attempts.

That said, not all applications can be captured with this method.

If that app is running as admin and OBS isn't, then capture won't be possible, but I don't think that's your issue as you're already running as admin.
