Your earlier streaming session also showed a ton of dynamic bitrate changing to cope with insufficient connection speed.

The "fun" part about the internet is that 95% of your connection is completely out of your control, and can (and does!) change with you making no changes on your end. If someone further down the 'chain' has a problem, you start having a problem.
In this case, it is absolutely a problem with your network connection to the Twitch servers.

I'd recommend running R1CH's Twitch Tester app to check your connection to the ingest server. You want a Quality score of 100.

Yep. Means your connection is very unstable, and/or dropping packets.
There's no way to tell exactly where it's happening, most times. Good idea to power cycle all your network gear (any switches, your router, modem) which can sometimes fix it; some 'home routers' have a nasty habit of not dealing with long-persistence connections well.
You can also install software like PingPlotter (they have a free version) and run it while you stream, pointed at the ingest you use. The last hop will always be 100% packet loss due to how Twitch have the servers configured, but you can see if there's a hop with high/fluctuating ping somewhere in the middle that can suggest a problematic node, or the first one showing anything in the PL (packet loss) column for an idea of where the problem is happening. May still not be able to do anything about it, but if it's in your ISP's intranet, it gives ammo when talking to them to say "I show a lot of packet loss from X when doing a route diagnostic" that can at least get them looking at the problem.
