OBS Bitrate issues and disconnection

I have searched the forums and tried multiple things but seems I'm stuck. Attached are logs. Streaming to Facebook. Settings match what's recommended on Facebooks website. I just upgraded to a 2 system set-up and I had no problems streaming to Facebook through my current ISP other than in game frame loss from a 1 pc set-up.

I have attempted:
- Changing the bitrate
- Changing to a dynamic bitrate
- Using network optimization in OBS
- Streaming through Twitch test (massive bitrate drop)
- Streaming through the gaming PC (everything runs fine with no connection issues)
- Changing MTU on streaming PC

OBS records well with no frame drops

Stream PC specs are:
Ryzen 5 3400G w/ onboard Radeon Vega Graphics
8 GB Ram
Elgato HD60 Pro

related to what you "shared" that PC1 and PC2 Record without issues and only the transfer is "interuppted on pc2 with
take a look on your network cable/hub/card/driver
some "tweak"drivers like "Killer something" can result in this isses
so try basic windows driver or if you use the default driver try the hardware creator drivers
