Question / Help OBS bitrate is slower than my upload

8-10 months I been streaming just fine with my internet at 720p 95% of the time. My computer got corrupted and I had to re-install my hard drive. Ever since then, and it's been about 4 months, my bit rate has been completely unstable, even on streaming 360p. We just upgraded my internet too to 10d/5up. and my bit rate is jumping around 300kbps to 1800kbps. I'm at a loss for if it's my ISP or if there's some dumb setting thats breaking my ability to stream.

It's normal for bitrate to fluctuate based on content even when using CBR; streaming a black screen, for instance, will result in a lower upstream bitrate than actually broadcasting moving video.

Upstream rates as posted by your ISP are essentially theoretical, and are only between your computer and the element of their network that is closest to you. That's what they cite, and usually what you get when you run generic bandwidth testers like speedtest.net. You will most likely never be able to sustain an upstream bitrate for broadcasting that is the same as the rated upload on your ISP's pricing plan, or even the upload rate quoted to you by a generic speedtest.

If you're broadcasting to Twitch, use TwitchTest:

This will test a bunch of Twitch ingest servers, tell you which is best for you, and display your actual network performance to those servers.

This result with a selected bitrate of 1500 indicates your current network performance is extremely bad. Check your NIC, local cables/router, and then complain to your ISP.
