OBS Bitrate/Frame Drops Despite Great Internet/GP Issue (Pictures w/ Log)

For any tech/stream savvy people out there, I have been getting random lag spikes during my stream where it just goes down for 2 minutes or so then randomly comes back. I use OBS, i stream and record using NVENC (GPU) at the same time. I have a 4080, and my internet speed is usually stellar, but I still get this lag. I have been streaming for years using the same settings and have just now been getting this issue out of nowhere. At first I thought maybe my GPU was dying or something, but my recording is crystal clear smooth at the same time when my stream gets all choppy and frame-y. I have no idea how to troubleshoot because most solutions are just chalking it up to slow internet, but that isn't the case. I usually immediately do a speed test on multiple different sites as soon as a bout of lag hits to reassure myself it's not just me being throttled by my ISP.

I switched from Streamlabs OBS to OBS because I recently noticed my GPU would hit 100% on SLOBS and i know it uses up a lot more resources than OBS. I've been streaming this game since Playtest 4 on SLOBS no issue. About 2 months ago I noticed my stream would randomly lag/buffer disconnect and after checking my internet was fine, noticed my GPU would spike to 100% usage here and there. I switched to OBS and it has happened less but still occurs once or twice per 3-4 hour stream. It is annoying and I'm curious if anybody else has had this issue and how they went about solving it.

Any and all help would be appreciated, I have been struggling with these for awhile now. Stream is good *MOST* of the time. But when it goes, it really goes.

1. Run OBS as Administrator. Right click on the OBS shortcut, properties, advanced, check box, ok, apply, ok.
2. Display and Game Capture Sources interfere with each other. Never put them in the same scene (Main).
3. Your log contains no streaming session. Results of this log analysis are limited. Please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS.
2) Start your stream for at least 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream.
4) Select Help > Log Files > Upload Current Log File. Send that link here.
