I want to have the best settings for my OBS on my laptop:

-intel celeron processor n2820 (up to 2,39 GHz, 1MB I2 chache)

-Windows 8.1

-64-bit

And i need a solution for dropped and skipping frames.

two thoughts,

really slow CPU and no dedicated GPU. both of these things lead to really poop performance when encoding. your CPU also does not include quicksync which is a hardware encoder so you're kind of stuck doing low end encodes.

Best settings?

480p 30fps

I know what are you saying. I havent many FPS to Minecraft. Thanks for sugestions.
