OBS being super laggy

every time I try to record Minecraft, OBS only captures the first frame, and every like 10 seconds it updates. it does capture sound. how do I fix this?

1. Using Windows Update, update Windows 10 to 2004 or 20H2/09 if available.
2. Cap Minecraft at 60 FPS
3. Run OBS as Admin. Right click on shortcut, properties, advanced, check box, ok, apply, ok.
4. Use the Quick Sync Video (QSV) encoder instead of x264.

ok, so a few questions. First of all, in what sections should I check box in properties? and also, I didn't quite catch the last part.

When you open Properties for the shortcut, you should be on the Shortcut tab. Click the [Advanced...] button at the bottom. The box to check will be here.
In OBS go to Settings, Output, Recording, Set Output Mode to Advanced, Encoder. Change this to Quick Sync Video (QSV) if available.
