OBS(As Admin) Can't capture specific window game capture(As admin as well)

Application in question is VTube Studio
Both OBS and VTube Studio running as admin, OBS captures the first frame of VTube Studio when it's launched(Loading screen) and first frame it captures is just frozen in place
If OBS is launched as admin and Vtube Studio without admin, OBS captures it just fine, but I can't set gpu prio in this case, but that's the thing I'm trying to achieve(bump VTube studio prio)

Update: Looked at OBS log, apparently it endlessly attempts to capture Vtube studio to no avail , happens only with vtube studio

RESOLVED: Issue was third-party overlay interfering , either MSI, Riva, Nvidia GF Overlay, or Windows Xbox Bar (still dunno why it was only happening in Admin mode) but killed them all , and after that OBS was able to capture application properly.
