Bug Report OBS appears to make my game have less frames without reducing actual frames

I have only recently had this issue.

Whenever I load up OBS it causes any of my games to appear to lose frames without actually losing any. I have my FPS counter open and it would appear to have normal frames e.g. 90+fps but when I open OBS and bring my cursor to the game it plays as if it was -30fps.

When ever I alt-tab and the game is still open in one screen the game looks as if it is running with 90+fps.

I have no idea what is wrong and have not seen anything like this on the forums.

I have uploaded two files because I just want to make sure that whatever is going wrong is recorded.

Its difficult to explain but when my cursor is in game and OBS running the game 'lags' but when my cursor moves to my other screen (windowed game mode) the game runs smoothly.

Also just for clarity, this is happening to local recordings. I do not stream.
