Question / Help OBS and Nginx: "Failed to connect to server"

I installed Nginx for windows on my Win7 PC, but I can´t make my OBS 22 64bits to connect.
I modified the conf script to only youtube, just to make it simple,
and I use the
rtmp://localhost:1935/live
to connect to the server.
But it´s not working. I already disabled all firewall, anti-virus, everything.
When I watch at localhost:8080/stat I can see the server stats, but that´s all.
In the conf file I see that it listens to port 1935 that´s correct
So, what´s happening ?
I already reboot the system, nothing... "Failed to connect to server"

I discovered something: If I change the word "localhost" for the machine internal IP, it connects to the server, BUT... the server is broadcasting too slow to the internet, to youtube, for example. I don´t know why Nginx is too slow, see the picture: It receives at 3.67 Mbps and outputs at 684 Kbps. Something is wrong. I already checked the strealine on the config file, and looks ok. I changed Nginx versions and didn´t help. And why localhost doesn´t work ? Only the IP ?

Настраиваю удалено OBS YouTube и Бизон 365, чтобы провести вебинар. Возникла проблема подключения к серверу и не понимаю почему. Ключи трансляций встречаются.
