Question / Help OBS 720P @ 60FPS video jitter help

I run my streams @ 720P noticed get video jitter look like screen jumps up and down almost unnoticable but driving me mad.
If run 1080i with deinterlacing set blend is not present.

Capture is done using AverMedia C027 on I7 920 O.C'ed 3.0Ghz instead of 2.6Ghz 6GB DDR3 ATI 5450HD if need more info please feel free ask to ask.
