In Noxplayer there are no settings at all for selecting a camera on OBS Virtual Cam. In Bluestacks you can select OBSVC, but when you try to turn it on in any application, you get an error "camera is being used by another application"
Such a message is shown because Bluestacks does not detect the camera (whether I turn it on before or not, such a message pops up). Other programs such as Skype for Windows or Edge (as well as the webcam test) recognize OBSVC or SplitCam without problems.
