I have exhausted my trouble shooting skills trying to get this to work
I have updated my PC as much as possible ... running Win10 coreI3 3rd Gen with 8GB ram ...
unfortunately this error has just occurred and no matter the 'destination' twitch / my rtmp server or youtube the error keeps popping up and it won't stream.

any advice / help would be appreciated.

means - too old CPU ("Ivy Bridge" architecture) for OBS v30. Similar to:

OBS 30.0 can't start QSV recording anymore

I've been using QSV recording with OBS for many prior versions on Windows 10, but when I tried installing OBS 30.0 today my recordings will not start. I noticed in the recording settings screen there are now 2 different QSV options, one of them says "deprecated" which was what mine was initially...

try previous version of OBS (v29.1.3) or try x264 software encoder.
