OBS 29.1.0 4070 AV1 not working when multiple GPU config

I've observed that when I switched my Arc A380 for a 4070 that I lost the ability to use AV1 for encoder. I'm only able to get it to work in the first PCIE slot and not the next available on my X570 AMD motherboard. I've been able to have them both run without any loss in games as have run benchmarks to test difference when running in 4.0 x 8 vs full 16 lanes.

Is this bug or a limitation?
 
Also facing the same problem with a dual GPU setup. Does a display have to be connected to the Arc GPU for the encoder to show up?

So, I just discovered that if I make the display plugged into the 4070 my main display the functionality will show up in OBS to allow my 4070 to use AV1 encoder while I play on my 6800xt.
 
I have the same issue. Just purchased Arc GPU for AV1 Encoding. Really don't want to have to run any display though it! Especially my primary. Has anyone found a fix?
