OBS 28 is causing my stream to drop frames

Stats show 0 dropped frames when going live, but when I go live on twitch I drop frames. I've tried downgrading back to obs 27, running the auto-config tool, changing the bit rate, output resolution, and encoder settings. Also, I don't think this has anything to do with my internet. Monday I was able to stream with no problems but ever since yesterday I've been dropping frames like crazy.

For more accurate test your internet connection against twitch servers please use this tool:

Anything bellow 90 quality is bad. Most probably your ISP is at fault.
Chack first you house network, network cable, router/modem, change the port where the network cable connects into the router/modem, antivirus blocking you from joy. If all check out, call your ISP.

I called my ISP and everything is fine. The new update is causing my frames to drop and others as well.
