Same issues here. When OBS 28.0.3 is running idle i the cpu is between 5% and 9% and the framerate is 60.00 fps. When is use a browser, MS Teams or Powerpoint the framerate drops below 10. I use OBS for Teams-meatings and presentations and till version 27 i had no problems. From version 28 until te latest update is no longer useable. I also hav trouble with my streamdeck. Even with the manual installed plugin from Elgato it does not work as it should.

I have changed o day to a NVIDIA Card and have at start of the stream the same Problem...
I was so smart and setup first all low details and when it works i want go higher.
The Problems with Frame Drops comes from the Tuing Option Low Latenz.
When you set it to High Quality the Frame Drops are a way.

Been having the same issue since the new NVENC encoder settings came out for 28. Constant frame drops even at LOWER settings than I had on 27. And it seems to be progressively getting worse. I was streaming God of War Ragnarok through a capture card today and it was constantly dropping to below 30fps; what the heck?! It makes no sense to me at all...
Complete speculation but something that I have noticed that is off/odd: I set my bitrate to, say 5k and OBS pushes out 6k. I set it to 4k and OBS pushed out 5k. Could be completely unrelated but maybe it is and would point something in a direction of a potential issue with the overall encoding that is causing the issues?
