So I'm actually posting the solution that worked for me. I've been troubleshooting this for days and I've seen several people ask but no one find the solution.
Starting with wherever you have your program downloaded: Go into obs-studio > bin > 64bit > Delete libobs-d3d11.dll
After doing that I was able to open the program and it hasn't given me any issues SO FAR. I'm not sure what the long term effects of this would be, so if anyone wants to confirm what that file is even for, I'd love to know (in case I have problems in the future).

OBS 27.1.3 64bit version would not open at all. 32bit version and version 26.0.2 (x64) would open perfectly fine. The log would stop at "10:27:40.751: Loading up D3D11 on adapter NVIDIA GeForce GTX 1070 Ti (0)".

- Uninstalling and reinstalling program (plus all the betas and other available downloads)
- Uninstalling and reinstalling drivers (both with GeForce Experience and through SafeMode full uninstall)
- Upgrading to Windows 11
- Having a friend with a 1070ti also try to download it (in case it was the GPU)
- Removed GeForce Experience
- Disabled Antivirus
- Clearing AppData/Roaming files
