I've been using the new integrated virtual camera with OBS and it has worked perfectly for Zoom and Google Meet. I'm currently in a meeting using Webex Training (app used for large Cisco events). While the Virtual Camera is a choice in the app, it doesn't output video. I also still have the older VirtualCam plugin, which I can still start and it works in the Webex app. Also of note is that I can run both virtual camera solutions simultaneously with no issues using other conferencing apps, so I don't think there's a conflict in that respect. Just posting this to note the workaround and also bring attention to the issue.

It's a known issue, which should be resolved by 26.1,see https://github.com/obsproject/obs-studio/issues/3453 for details.
