Steps I took to attempt to fix:
-Uninstalled OBS.Live

-Uninstalled Xsplit VCAM
-Cleared all temp files
-Ran latest Windows 10 updates (restarted)
-Reinstalled OBS 64 bit
-Uninstalled OBS 64 bit and installed 32 bit (same results)
-Reinstalled OBS 64 bit
-Added OBS to Malwarebytes Exclusions

NVM, found out it was getting caught up due to LCore.exe (Logitech Gaming thing)
Uninstalled and this resolved the issue.
