obs 24.0.3 not working

so i installed 24.0.3 to get an mrc plugin working, and on launch with nothing changed, not even plugins added yet.
the only thing that happens is a lag spike when i launch
i cant even record it, i'd have to use some other thing

24.0.3 is extremely outdated and no longer supported.
