Question / Help obs 21.1.0 latency spikes ingame

Hello people,
Lately I'm in a very annoyed state. I stream to Twitch using OBS Studio 21.1.0. I mostly stream PUBG but also CS:GO. The problem I have is latency spikes ingame which are really noticable in CS:GO and makes it very annoying to play. I tried pretty much everything, including lowering bitrate, tweaking several options, trying the low latency mode and so on. The only thing which helped a bit was lowering to 30fps streaming (which I really don't want to). Usually I play with a ping of about 30-40ms. When I stream my ping spikes occasionally to around 50-80ms, sometimes more. It wouldn't bug me so much if it was about a constant higher ping, but the spikes rly annoy me, since it makes me lagg for a milisec, which can be crucial in CS:GO and other games. I also tried (with hotkey) to turn my stream off to see if it really is a thing connected to OBS and yes, everything leads to it. My task manager tells me (i know it isnt that accurate but still) that OBS occasionally needs 7-8mbit/s bandwith, just for seconds, but that would explain my latency spikes.
My Internet connection is a 50k, with around 9k upload, pretty stable in terms of that. I use a bitrate (atm) off around 4k, sometimes 3,5k.
I uploaded a log file where i tested different settings, but nothing seemed to help, except for lowering to 30fps. If it is the FPS i would rly like to know why that causes it, and how I am able to solve my problem. I also searched a lot for similar problems which always seemed to get solved by using a different broadcasting software, like OBS classic, which i actually don't want to use, since it's not supported anymore.
