Question / Help OBS 20.1.3 issue

I'm using OBS 20.1.3 and trying to stream with my capture device StarTech.com USB3HDCAP, but all I'm getting is black screen.
I am not sure why it is happening. It used to work on the previous version but I had to uninstall that due to too much static in both Desktop and Mic audio.
Is there any solution to this black screen?

Does it have webcam protection?
If so, turn it off.

You mean the Webcam access under Privacy Settings??
If so, then it is set to Allow.

I turned off the Webcam Protection and still black screen

Did you restart OBS after turning off the webcam protection?
