In order to save the amount of data,I want to use Deformed pixels.Such as.. 720×576 （AR 16:9）

Go to the VIDEO SETTINGS in ""Settings" Simply Type in the 720x576 Resolution in the output field. This field is manually editable. Simply press APPLY when finished! :)

However, the ratio of video is not 16:9, and some players do not support conversion to 16:9. Otherwise, there will be serious distortion.

There is no way for OBS to stream in 720×576 while also telling the upstream service that this should be displayed in 16:9, as far as I know. Your end users would have to use a player that supports this conversion and select it themselves... say, using MPV or VLC as a player using streamlink twitch gui, for instance.
