Nvidia RTX driver update to 572.16 is not compatible with OBS virtual cam (Windows 10)

I went from the Game Ready Driver 566.36 to 572.16 and lost the ability to use OBS virtual cam.

I rolled it back to 566.36 and the problem resolved.
