Question / Help Nvidia NVENC Multi GPU help

So I just got a gtx 1070 and I want to use my gtx 760 as a render card in obs using Nvidia NVENC, but when I tried streaming my gtx 760 was not used.My gtx 1070 was being used at 100% and was causing my stream to drop from 60 fps to around 25-60 fps. if there is a way to choose what card is used it would be much appreciated
