Question / Help NVIDIA NVENC is GONE!

I briefly tried Intel quicksync as my encoder in OBS, but decided to switch back to NVENC. However, the option is gone from the dropdown list, even though I was using it 30 seconds earlier.
The only option left is NVENC H.264 (new), which is hogging my GPU at 20% instead of the leaner 8% for the original NVENC that I was using.
How can I get NVENC back?

NVENC (new) is the more optimized version. You can disable lookahead and psycho-visual tuning if your GPU is being maxed out.

Disabling the only feature that was checked, psycho visual tuning, saved me only 1%. Now I'm toggling between 19 and 20%.

NVENC runs on a dedicated chip, so the GPU use percent is largely irrelevant. Your GPU may be downclocking to save power, which manifests as higher usage.

I guess I could verify that by using GPU-Z monitor that tells the watts used.
